New Mexico has a complex gaming background. When the Indian Gaming Regulatory Act was passed by the House in 1989, it seemed like New Mexico would be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that wouldn’t be the situation.

The New Mexico governor Bruce King announced a working group in Nineteen Ninety to negotiate a contract with New Mexico American Indian tribes. When the working group arrived at an agreement with two prominent local bands a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it appeared that Amerindian betting in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Native bands, anti-gaming forces were able to hold the contract up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing a deal, thus denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, passed by the New Mexico house, to get the ball rolling on a full accord amongst the Government of New Mexico and its Indian tribes. A decade had been squandered for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has grown from Nineteen Ninety-Nine. That year, New Mexico not for profit game providers brought in only $3,048. This number grew to $725,150 in 2000, and passed one million dollars in 2001. Nonprofit Bingo revenues have grown constantly since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the operators.
